Solid Waste Management Planning
The Planning Unit oversees the 52 solid waste management districts who are tasked with ensuring that Ohioans have opportunities to reduce, reuse, and recycle their waste and that solid waste is managed properly.

Annual District Reports (ADRs)
Each solid waste management district (SWMD) must submit a completed annual district report (ADR) no later than June 1st of each year. Starting with the 2016 ADR, SWMDs now submit their ADRs online using Ohio EPA's Re-TRAC platform. A SWMD coordinator can access the SWMD's account from the Re-TRAC Connect log in page. For difficulties accessing an account or questions about completing the ADR, please contact the planner that is assigned to the SWMD. Refer to the Planning Unit Assignments by County to find the appropriate contact information.

SWMD Fee Information
Quarterly Fee Report and Instructions
Completed quarterly fee report forms are to be submitted to Ohio EPA based on the following schedule:
- 1st Quarter (January 1 March 31) due May 15th
- 2nd Quarter (April 1 June 30) due August 15th
- 3rd Quarter (July 1 September 30) due November 15th
- 4th Quarter (October 1 December 31) due February 15th

Solid Waste Management Planning Statutes
Ohio Revised Code Chapter 343 (Solid Waste Management Districts)
This chapter of the Ohio Revised Code is part of the law that governs counties (i.e. Title 3). Chapter 343 contains the statutory requirements that govern the county commissioners' authorities and required protocols when the county is functioning as a solid waste management district or a solid waste management authority.

Ohio Revised Code Chapter 3734 (Solid and Hazardous Wastes):

Materials Management Advisory Council
The Materials Management Advisory Council(MMAC) was established in 2015 through Ohio House Bill 64. The primary purpose of the council is to provide advice and guidance to the director of Ohio EPA on solid waste issues, including updates to the state solid waste management plan and Ohio EPA’s recycling and litter prevention grant programs.
