The Office of Compliance Assistance and Pollution Prevention (OCAPP) provides free and confidential assistance to help Ohio businesses and organizations comply with Ohio’s environmental requirements. The office offers assistance with pollution prevention (P2), sustainable materials management, zero waste initiatives and many other sustainability efforts designed to help customers increase profits and efficiency while reducing waste.

OCAPP Services

Site Visits

  • Provides free and confidential assistance to help you understand and comply with environmental requirements.
  • Provides free and confidential assessments to help you evaluate pollution prevention, sustainable materials management, zero waste initiatives and other opportunities to help increase profits, productivity and efficiency while reducing costs.

Reporting, Permitting

  • Regulatory technical assistance by phone or email.
  • Assistance completing and submitting permit applications and reports, including navigating Ohio EPA’s e-Business Center.
  • On-site assistance with permit and environmental record-keeping requirements.
  • Interaction with other Ohio EPA divisions and district offices to get information and coordinate on projects.

Starting a New Business

  • Serves as the first stop for business start-up regarding environmental and regulatory questions.
  • Provides a single point of contact to help address multimedia compliance and regulatory needs.
  • Interacts with the appropriate Ohio EPA divisions and district offices to coordinate on projects and set up introductory meetings.

Pathway to Sustainability

  • Helps review process operations to identify where to make changes to reduce waste and associated costs.
  • Provides assistance and feedback on meeting corporate sustainability and environmental management system goals.
  • Demonstrates the link between lean manufacturing and pollution prevention and how it can improve your bottom line.

Success Stories

Each year, the Office of Compliance Assistance and Pollution Prevention (OCAPP) in the Division of Environmental and Financial Assistance (DEFA) helps thousands of businesses with their environmental compliance needs. OCAPP is a free, confidential resource for Ohio businesses that need help with EPA regulations, conducting more than 200 site visits annually to help with permit applications and other EPA-related records. Success stories are examples of how Ohio EPA’s compliance assistance services help businesses meet EPA requirements, reduce potential liability and save money through more environmentally friendly practices. 

Small Business Assistance

Section 507 of the Clean Air Act Amendments of 1990 required each state to establish a Small Business Assistance Program (SBAP) and Small Business Ombudsman (SBO) to help small businesses understand and comply with new air pollution regulations. In Ohio, the SBAP created by Ohio Revised Code (ORC) 3704.18 is housed within Ohio EPA’s Office of Compliance Assistance and Pollution Prevention (OCAPP). The SBO created by ORC 3706.19 is housed within the Clean Air Resource Center of the Ohio Air Quality Development Authority.

A seven-member Compliance Advisory Panel (CAP) in each state oversees the SBAP and SBO to ensure these programs provide useful services and regulatory guidance to small businesses. CAP appointment procedures and duties are outlined in ORC 3704.19. Current members, appointing authority, represented entity and term dates are available in the Member Terms Table. In addition, Ohio’s CAP receives support from a national coalition of state CAPs in communicating small business interests to U.S. EPA's Small Business Ombudsman in Washington, D.C.

Meeting Schedule and Minutes

The CAP convenes quarterly to review the work of the SBAP and SBO offices. The CAP provides input from a small business perspective on new compliance assistance initiatives, environmental regulations and Agency actions. Forums are held virtually – with the exception of the Summer forum, which is held in-person at 50 W Town St. Suite 700, Columbus, OH 43215. The in-person Summer forum – is open to the public and fulfills the SBAP Stationary Source forum requirement by U.S. EPA.
