In July 2016 through the Agency’s eBusiness Center (eBiz), Ohio EPA’s Division of Surface Water began providing online options to submit National Pollutant Discharge Elimination System (NPDES) permit applications, permit modifications and other reports. The Surface Water Tracking, Reporting and Electronic Application Management System (STREAMS) has 17 Notice-of-Intent (NOI) electronic applications for coverage under a master general permit and additional electronic forms for general permit-specific co-permittee and individual construction lot coverage. eBusiness Center also provides applications for notice-of-termination, transfers and no-exposure certificate applications.

Through STREAMS, entities can conveniently interface with application forms, make electronic submissions and track their application status. The system uses smart forms to ensure minimum requirements are met for formatting and completeness. As you work through the form, only the required sections of the application are made available based on how you have populated the application. This streamlines the permit application process.

If you are submitting a renewal application, the form will be pre-populated from your previous application and you will only need to make the necessary changes and updates. Upon submission, you are immediately emailed an invoice for any fees. You can submit payment through the electronic payment (e-Pay) service. You can also submit permit-required reports through the new system.
