The 1990 Clean Air Act Amendments require every state to have a program to assist small businesses with air permits. Many of these compliance assistance programs are linked by a national network of Small Business Environmental Assistance Programs (SBEAP).

The National SBEAP builds on the network of compliance assistance experts from across the country, working collectively to develop useful resources, strategies and areas of focus to better assist businesses in achieving environmental compliance. Various subcommittees share information, strengthening individual state programs. Additionally, the National SBEAP works closely with U.S. EPA’s Asbestos and Small Business Ombudsman providing valuable feedback regarding challenging regulations, proposed regulatory changes and new regulatory initiatives, with the goal of making environmental compliance easier for businesses.
