After March 23, our district offices and Central Office will be temporarily closed and will have increasingly limited ability to receive deliveries, plans, etc. All entities are encouraged to submit plans, permit applications, etc., electronically where there are existing avenues to do so, such as the eBusiness Center (eBiz). Please refer to the list of available services on the main eBiz webpage. We encourage you to make use of all that apply, even if you have not used eBiz in the past. Plans under 25 MB can be emailed. For large plans over 25 MB, entities should work with the reviewer/division to upload via LiquidFiles. Directions for submitting docs via LiquidFiles is available on YouTube. It’s time for recipients of drinking water and wastewater loans to submit your annual Disadvantaged Business Enterprises (DBE) reports. As a condition of receiving capitalization grants from U.S. EPA for the Water Pollution Control Loan Fund (WPCLF) and the Water Supply Revolving Loan Account (WSRLA), the Ohio EPA negotiates “fair share” Disadvantaged Business Enterprises (DBE) objectives with U.S. EPA. DBEs include both minority business enterprises (MBEs) and women’s business enterprises (WBEs). The current negotiated goals for construction related activities are that 1.2 percent of all contracts will be awarded to MBEs while 1.8 percent of all contracts will be awarded to WBEs. All loan recipients are to report DBE participation annually during the life of the construction phase of their project until construction is entirely completed using 5700-52A.
