Since 1989, Ohio's Water Pollution Control Loan Fund (WPCLF) has been an important source of project financing throughout Ohio for a wide variety of municipal wastewater, storm water, and nonpoint source pollution control projects. The WPCLF is administered on the calendar year basis and now is the time to nominate your projects for financial assistance in 2019.
Started in the late 1980s and late 1990s under the Clean Water Act and the Safe Drinking Water Acts, the WPCLF and WSRLA programs offer below-market interest rate loans for planning, design and construction. The loans carry a range of interest rates, depending on financial need. Both loan programs recently began offering special assistance for projects targeted at nutrient reduction and treatment.
In May 2015, Ohio EPA merged its Office of Compliance Assistance and Pollution Prevention (OCAPP) and its Division of Environmental and Financial Assistance (DEFA) to create a “one-stop shop” for customers seeking our technical and financial resources to help them achieve compliance.
