State Revolving Loan Funds: an Affordable Solution for Ohio Communities Needing Infrastructure Improvements

  • Started in the late 1980s and late 1990s under the Clean Water Act and the Safe Drinking Water Acts, the WPCLF and WSRLA programs offer below-market interest rate loans for planning, design and construction. The loans carry a range of interest rates, depending on financial need. Both loan programs recently began offering special assistance for projects targeted at nutrient reduction and treatment.

  • In May 2015, Ohio EPA merged its Office of Compliance Assistance and Pollution Prevention (OCAPP) and its Division of Environmental and Financial Assistance (DEFA) to create a “one-stop shop” for customers seeking our technical and financial resources to help them achieve compliance.
