Virtual Information Session and Public Hearing Scheduled April 20
Ohio EPA will hold a virtual information session and public hearing Wednesday, April 20, 2022, at 6 p.m. to accept public comments on a draft renewal of the air pollution control operating permit for Pixelle Specialty Solutions LLC, located at 232 East 8th Street, Chillicothe.
During the information session, Agency staff will give a brief presentation and accept questions from the public regarding the proposal. The public hearing will begin immediately following the information session, during which the Agency will accept comments on the record regarding the draft renewal permit to operate. Those attending the virtual meeting should register at least 15 minutes before the meeting begins to ensure connectivity. The operating permit covers all air pollution sources at this facility and is known as a Title V permit (referring to the specific section of the federal Clean Air Act). The operating permit limits the type and quantity of materials that may be discharged into the air and establishes monitoring, record keeping, reporting, and testing requirements to ensure ongoing compliance. The maximum allowable emission levels are designed to protect human health and the environment and are set by permits issued by Ohio EPA.
If approved, the Title V operating permit would cover emissions from pulp processing, woodyard operations, black liquor recovery, lime processing, boilers, chlorine dioxide plant, bleach plant, paper making operations, cooling towers, and wastewater treatment plants.

Ohio EPA will accept written comments on the draft renewal permit to operate through April 27. Anyone may submit comments or request to be on the mailing list for information. All comments received during the virtual meeting or via email will be considered by Ohio EPA prior to final action on this proposal. Ensure the project name (Pixelle Title V PTO) or the identification number (P0123685) is included with each comment submitted.
The Ohio Environmental Protection Agency was created in 1972 to consolidate efforts to protect and improve air quality, water quality and waste management in Ohio. Since then, air pollutants dropped by as much as 90 percent; large rivers meeting standards improved from 21 percent to 89 percent; and hundreds of polluting, open dumps were replaced with engineered landfills and an increased emphasis on waste reduction and recycling.
