Notice is hereby given that the director of the Ohio Environmental Protection Agency (Ohio EPA) has issued on October 17, 2022, a draft permit to drill (PTD), number UIC 02-76-001-PTD-I to American Landfill, Inc. (ALI), Waynesburg, Ohio. The draft permit is for Class I Non-Hazardous Injection Disposal Well #1 at the ALI facility located at 7916 Chapel Street SE, in Stark County, Waynesburg, Ohio. This proposed permit has been issued in draft form by the director pursuant to Section 6111.044 of the Revised Code.

Notice is hereby given that Ohio EPA will conduct an Information Session and Public Hearing on November 29, 2022, at 6:00 PM. The information session and hearing will be held at the Indian Run Church, 8368 Hill Church Street SE, East Canton, Ohio.

Ohio EPA’s draft PTD is issued to meet state requirements and regulations, found in Chapter 6111. of the Revised Code and Chapter 3745-34 of the Ohio Administrative Code. The draft action proposes to allow American Landfill, Inc. to construct a Class I non-hazardous waste injection well. No authorization to use this well for wastewater disposal purposes is given or implied by the draft action. In order to use the well for wastewater disposal, ALI would need to apply for and obtain a Class I permit to operate from Ohio EPA.

During the information session, Ohio EPA will provide information and answer questions regarding Ohio EPA’s draft action. At the public hearing, the public may present testimony to the hearing officer. All persons are entitled to attend or be represented and give written or oral comments on the draft action at the public hearing.

Written comments on the draft permit may be submitted at the hearing or mailed to Ohio EPA, Division of Drinking and Ground Waters, Attn: UIC Section Supervisor, P.O. Box 1049, Columbus, Ohio 43216-1049. All comments received on or before December 13, 2022, will be considered part of the administrative record and will be considered prior to the final decision on issuance of the permit.
