Deputy Director for Infrastructure Funding
As Deputy Director for Infrastructure Funding, Jerry Rouch oversees all water and wastewater infrastructure funding at Ohio EPA, including the Clean Water and Drinking Water State Revolving Funds, Ohio EPA’s portion of the H2Ohio Initiative, and funds being made available from the federal American Rescue Plan Act (ARPA) and the Infrastructure Investment and Jobs Act.
Rouch coordinates and communicates both internally and externally to maximize the available funding for Ohio’s local governments and public water systems.
Rouch has worked at the Agency for over 30 years, most recently as Chief of the Division of Environmental and Financial Assistance. Rouch started at the Agency as an Environmental Planner in the former Division of Construction Grants.
Rouch graduated from Gannon University with a degree in Earth Science. Rouch has two graduate degrees from Ball State University, one in Natural Resources and the other in Political Science.
