As a precautionary response to COVID-19, Ohio EPA is currently operating with most staff working remotely. After March 23, our district offices and Central Office will be temporarily closed and will have increasingly limited ability to receive deliveries, plans, etc. All entities are encouraged to submit plans, permit applications, etc., electronically where there are existing avenues to do so, such as the eBusiness Center (eBiz). Please refer to the list of available services on the main eBiz webpage. We encourage you to make use of all that apply, even if you have not used eBiz in the past. Plans under 25 MB can be emailed. For large plans over 25 MB, entities should work with the reviewer/division to upload via LiquidFiles. Directions for submitting docs via LiquidFiles is available on YouTube. We apologize for the inconvenience and thank you in advance for your understanding. If you wish to send hard copies of documents to any of Ohio EPA’s district offices, the best method to ensure we receive these documents is to send them via U.S. Mail. Since all offices are closed, deliveries outside of U.S. Mail (FedEx, UPS) will likely be returned because the offices are closed and deliveries cannot be made.

Ohio EPA Holding Hearing about Renewing General Permit for Small Municipal Separate Storm Sewer Systems 

Online Public Meeting Set Sept. 1, 2020

Ohio EPA will accept public comments at a virtual public hearing about renewing the small municipal separate storm sewer system (MS4) general permit. Small MS4s are storm sewer systems serving fewer than 100,000 people in urbanized areas.

During virtual hearing, which will begin at 3 p.m. on Tuesday, Sept. 1, 2020, the public can submit written comments on the record about the draft permit. Citizens who want to participate must preregister in advance of the meeting.

Municipal storm sewer permits are required because storm sewers carry pollutants from parking lots, streets, sidewalks, lawns, and rooftops into local streams. Pollutants typically include vehicle fluids, oils, road salt, pesticides, and other materials that run into storm sewers with rainwater and snow melt.

This is the fourth generation of the general permit. A fact sheet and other information about the draft small MS4 general permit renewal are available online. Noteworthy changes to the proposed permit are described on pages 3-5 of the fact sheet. The permits are effective for five years and require permitted municipalities to implement a storm water management plan, including best management practices.

In addition to the online public hearing, written comments may be submitted by email to epa.dswcomments@epa.ohio.gov by Sept. 8, 2020. All comments should include the permit number “OHQ000004” in the email subject line.
