Status of Ohio EPA’s Review: Suncoke Energy Middletown Operations (formerly Middletown Coke Company) Permit
Ohio EPA received an application for this project initially on February 13, 2008. A revised application was submitted on July 11, 2008.
On July 18, 2008, Ohio EPA issued a draft air pollution permit-to-install (Ohio EPA permit number 14-06023). The purpose of issuing this draft permit is so interested parties can review the permit and submit comments before any final decision is made on the permit.
On August 21, 2008, Ohio EPA hosted an information session and public meeting hearing to accept comments on the draft air permit-to-install. Additional comments were received through the end of the comment period on September 4, 2008. On November 25, 2008 the Director of Ohio EPA issued a final permit-to-install for this facility. This permit application was the subject of significant public interest. On April 6, 2009 Ohio EPA received SunCoke’s New Source Review air pollution control permit application for the proposed Middletown Coke facility. This application asks for a permit following a different, more rigorous regulatory path called New Source Review.
New Source Review (NSR) is a provision of the Clean Air Act. It ensures that companies that want to construct and operate new and/or modified facilities in areas that do not meet federal air quality standards do so without slowing the area’s progress toward improving air quality. It also ensures that a new and/or modified facility in an area meeting air quality standards does not cause that area to violate federal air quality standards.
Ohio EPA issued a draft NSR permit on July 27, 2009. A public hearing was held on Wednesday, Sept. 2, 2009 in order to gather comments from interested parties. The final permit was issued on Feb. 9, 2010.

Project Description: Suncoke Energy Middletown Operations (formerly Middletown Coke Company)
The proposed coke-making facility would consist of 100 heat recovery coke ovens in three batteries. Coke is used as a raw material to produce iron, which is then used to produce steel. The operations at the new coke-making facility would include coal handling, coal charging, heat recovery coking, coke pushing, coke quenching and coke handling and storage. Heat recovery generators would recover waste heat from the ovens to produce steam and electricity. The proposed facility would be designed to produce up to 614,000 tons of coke per year.
