Background

BORWD currently draws from Burr Oak Lake to provide drinking water to approximately 670 people (240 households) directly and 26,000 people (13,395 households) via 18 satellite systems.
 
For several years, BORWD has been planning to build a ground water treatment plant due to elevated levels of disinfection byproducts associated with the existing water treatment plant. After many years, the district has secured the funding needed to complete the project.
 
During a groundbreaking ceremony attended by state, regional and local dignitaries, Ohio EPA announced $13,771,256 has been awarded to BORWD for a new ground water treatment plant in Millfield (Athens County). An interest-free, 30-year loan worth nearly $9 million from Ohio EPA’s Water Supply Revolving Loan Account (WSRLA) will supplement $5 million in stimulus funds made possible by the American Recovery and Reinvestment Act (ARRA).
 
This significant funding and low-cost financing will help make the plant much more affordable for BORWD’s customers and satellite systems. The total cost of the project is approximately $13.8 million. By financing the project with ARRA money and an interest-free WSRLA loan, BORWD customers are estimated to save approximately $7.8 million in interest over 30 years when compared to the market rate of 3.25 percent.
 
Construction is already underway. The plant is expected to be operational by spring 2011 and will bring quality drinking water to more than 13,600 households.

Crowd gathers for ground breaking.
The $13.8 million Burr Oak Regional Water District ground water treatment plant was made possible with millions of dollars in federal and state grants and loans, including $5 million in stimulus funds from the American Recovery and Reinvestment Act (ARRA) and a $9 million interest-free loan from Ohio EPA's Water Supply Revolving Loan Account.
 

(December 2009) Construction is underway at the site of Burr Oak Regional Water District's new ground water treatment plant in Millfield. The plant is expected to be operational by spring 2011.


The Athens County Commissioners provided the Burr Oak Regional Water District access to this high-volume aquifer south of the village of Chauncey next to the Hocking River. As part of the new project, five partially-developed wells will be completed and five miles of raw waterline will be constructed to carry the water to the new plant for treatment. Quality drinking water then will be pumped to more than 13,600 households throughout the Burr Oak Regional Water District distribution system.
