Air Permitting Resources
This fact sheet explains the types of industrial activities and equipment that require air permits. It also explains permit exemptions, fees, and the permitting process with links to additional information.
Air permit exemptions and permit-by-rule (PBR) categories
Link to the list over 45 types of equipment and industrial activities exempt from air permitting, know as “permanent exemptions” in paragraph (A) of OAC rule 3745-31-03.
A PBR exempts certain sources from permits if they meet certain criteria. A simple, 1-page notification to Ohio EPA is required. Current PBR categories include:
- Auto body shops
- Gas stations
- Boilers/heaters fired by natural gas
- Printing facilities
- Emergency generators, compressors and water pumps
- Resin compression/injection molding
- Crushing/screening operations
- Soil remediation activities
The de minimis exemption, OAC 3745-15-05, exempts small sources emitting less than 10 pounds of pollutants per day.

Determining emissions
Air emissions can be estimated using emission factors. U. S. EPA publishes emission factors for hundreds of air pollution sources in AP-42, Fifth Edition, Compilation of Air Pollutant Emission Factors, Volume 1: Stationary Point and Area Sources.
The Division of Air Pollution Control publishes these guides to explain how Ohio’s air regulations apply to certain operations, how compliance is determined, and permitting policies. These can be sorted by regulation or key word.
