How to File an Odor Complaint

If you detect landfill odors in your community, please contact the odor hotline at (888) 878-7919.  All odor complaints are immediately received by Ohio EPA, Jefferson County General Health District and Apex Sanitary Landfill.  Results of any investigation will be posted on this website as they become available.

Apex Sanitary Landfill is a municipal solid waste landfill located at 11 County Road 78 in Amsterdam, Jefferson County, Ohio.  The facility was originally permitted in 1998 and began operations in 2005.  In 2012, Apex received 1,503,718  tons of solid waste that was disposed in the 118-acre permitted facility.

Ohio EPA and the Jefferson County General Health District have performed odor investigations in response to complaints from the community.  As a result of surveillance performed in the community, Apex received several violation notices for failure to strictly control landfill odors.  In December 2011, Ohio EPA issued Director’s Final Findings and Orders requiring Apex to expand its gas collection and control system and provide semiannual design calculations to plan for future expansions of the system.  In addition, Apex was ordered to prepare a report analyzing correlations between waste types received by the facility, waste acceptance methods and odor complaints.  In June 2013, Ohio EPA issued additional Director’s Final Findings and Orders requiring Apex to implement operational practices and procedures that were recommended within the submitted report.

The purpose of this web page is to share information related to odor control and monitoring activities occurring at Apex. This web page includes copies of authorizing actions, inspection letters,  odor complaint reports and other related documents.

A third-party telephone hotline has been established to document odor complaints.  Jefferson County General Health District and Ohio EPA receive electronic notifications of all complaints, and this information is used to schedule surveillance events by our agencies and initiate response activities by the landfill.  If you detect odors in your community, please file complaints with the hotline by dialing (888) 878-7919.  Jefferson County General Health District and Ohio EPA are committed to compliance monitoring efforts at Apex Sanitary Landfill, and surveillance activities are performed to ensure compliance with applicable regulations.
