The Ohio Environmental Protection Agency is a trusted leader and environmental steward using innovation, quality service and public involvement to ensure a safe and healthy environment for all Ohioans.

Our mission is to protect the environment and public health by ensuring compliance with environmental laws and demonstrating leadership in environmental stewardship.

Everyone needs clean air to breathe and clean water to drink. We want to keep our environment clean, but we enjoy modern conveniences that create pollution, like air emissions from electric plants and automobiles and hazardous waste like leftover paint and cleaning chemicals.

The Ohio Environmental Protection Agency is a state agency whose goal is to protect the environment and public health by ensuring compliance with environmental laws. Those laws and related rules outline Ohio EPA's authority; what we can and can't do, and what things we can consider when making decisions about facility operations.

Ohio EPA was created on Oct. 23, 1972. It combined environmental programs that previously had been scattered throughout several state departments. Ohio EPA's Central Office is located in Columbus, and five district offices manage the Agency's programs throughout the state.

Ohio EPA establishes and enforces standards for air, water, waste management and cleanup of sites contaminated with hazardous substances. We also provide financial assistance to businesses and communities; environmental education programs for businesses and the public; and pollution prevention assistance to help businesses minimize their waste at the source.

Ohio EPA has several regulatory divisions that play different roles in environmental protection. Each division issues permits to regulate industries that pollute in a specific area, like air emissions or wastewater discharges to rivers and streams. The permits include requirements for operating, monitoring and reporting compliance. There are a few core responsibilities that each regulatory division of Ohio EPA fulfills:

Review permit applications and issuing permits to facilities.
Investigate citizen complaints.
Monitor to make sure all environmental standards are met (usually accomplished by collecting samples of air, water or soil and testing them for pollutants in a laboratory; and reviewing sampling and monitoring data submitted by a facility).
Provide technical assistance to help regulated facilities understand and follow environmental laws and permit requirements.
Take enforcement action against facilities that violate environmental laws and permit requirements.

Non-regulatory divisions provide financial assistance to businesses and communities; site cleanup and spill response; environmental education programs for businesses and the public; pollution prevention assistance to help businesses minimize their waste at the source; laboratory analysis; and criminal environmental investigations.

Ohio EPA’s Central Office is located in Columbus. Five district offices manage the Agency’s programs at the local level. They are located in Bowling Green, Twinsburg, Dayton, Columbus and Logan.

District Offices

The district offices review permit applications; investigate citizen complaints; investigate and oversee cleanups of spills and releases; monitor compliance with environmental standards; provide technical assistance to help regulated facilities understand and comply with environmental laws and permit requirements; initiate enforcement action against facilities that are not in compliance; provide environmental information and other assistance to the public; coordinate public records requests; and give public presentations.

Air Pollution Control

The Division of Air Pollution Control ensures compliance with the federal Clean Air Act and the Emergency Planning and Community Right-to-Know Act as part of its mission to attain and maintain air quality at a level that will protect public health and the environment. The division reviews, issues and enforces permits for installation and operation of sources of air pollution and operates an extensive outdoor air monitoring network. The division also oversees an automobile emission testing program to minimize emissions from mobile sources.

Compliance Assistance and Pollution Prevention

The Office of Compliance Assistance and Pollution Prevention is a non-regulatory program that provides information and resources to help small businesses comply with environmental regulations. OCAPP also helps customers identify and implement pollution prevention measures that can save money, increase business performance and benefit the environment. Services include a toll-free hotline, on-site compliance and pollution prevention assessments, workshops and training, a plain-English publications library and assistance in completing permit applications.

Director's Office

The Director’s Office is charged with upholding the Agency's mission to protect human health and the environment. The office directs all activities of the Agency including policy development and rule making, enforcement, strategic planning, coordinating state and federal initiatives, and providing outreach, education and assistance to the regulated community and citizens.

Drinking and Ground Waters

The Division of Drinking and Ground Waters ensures compliance with the federal Safe Drinking Water Act and evaluates potential threats to source waters that supply more than 5,000 public drinking water systems in Ohio. The division has a lead role for statewide ground water protection in cooperation with other state and federal agencies; implements a ground water quality monitoring program; and provides technical support to the Agency's waste management divisions.

Environmental Education

The Office of Environmental Education administers the Ohio Environmental Education Fund, awarding up to $1 million annually in grants for projects targeting pre-school through university students and teachers, the general public and the regulated community. The office also administers the Ohio Clean Diesel School Bus grant program, diesel emission reduction grants, recycling development grants and a scholarship program for university students in environmental science and engineering.

Employee Services

The Office of Employee Services maintains current employment information, posts available positions with the state job bank and collects and screens employment applications submitted to the Agency. Staff provide assistance to Ohio EPA administrators and staff on matters regarding Civil Service laws and rules, discipline, employment, benefits, recruitment, position descriptions and personnel policies. The Office of Equal Employment Opportunity pursues fair and equal treatment for all individuals employed by or seeking employment with Ohio EPA and also monitors the Agency’s compliance with all laws, rules and regulations governing nondiscrimination.

Environmental and Financial Assistance

The Division of Environmental and Financial Assistance finances municipal wastewater treatment, water quality improvement and drinking water projects through low-interest revolving loan programs. Eligible projects include building or renovating drinking water plants or wastewater plants and sewers, restoring aquatic habitat, improving home sewage disposal systems and best management practices for agriculture or forestry to reduce and prevent water pollution.

Environmental Response and Revitalization

The Division of Environmental Response and Revitalization oversees investigation and cleanup of contaminated sites including federal facilities; responds to and oversees cleanup of emergency releases and spills to the environment; and provides assistance to companies and communities that clean up and reuse brownfield sites.

Environmental Services

The Division of Environmental Services provides laboratory services to other Ohio EPA divisions, state and local agencies and private entities. The division chemists and biologists analyze water, air, sediment and fish tissue samples, inspect and certify laboratories and provide technical assistance.

Fiscal Administration

The Office of Fiscal Administration provides fiscal services to the Agency including purchasing, accounts payable, accounts receivable, payroll, grants administration, budgeting, economic analysis and internal accounting control review. The office also publishes Sewer and Water Rate Surveys that show residential rates for these services throughout Ohio.

Legal Services

The Office of Legal Services provides general counsel to Ohio EPA’s divisions and districts and evaluates, prepares and negotiates administrative enforcement actions. In addition, Agency attorneys prepare trade secret claim determinations; prepare and review contracts; assist in the development or review of legislation and rules; and address public records request issues.

Materials and Waste Management

The Division of Materials and Waste Management implements Ohio's solid waste, infectious waste, hazardous waste and construction and demolition debris programs. In addition to the traditional regulatory program, the division is also committed to research and promotion of emerging concepts and technologies associated with resource conservation, materials management and sustainability. The division also oversees state and local planning for long-term solid waste management.

Labor and Safety

Ohio EPA is committed to providing each of its employees a safe and healthy work environment, free from any recognized hazards. The office oversees a dynamic, comprehensive program to protect the health and safety of all Ohio EPA employees while working in any of the Agency's facilities or during the performance of field activities.

Special Investigations

The Office of Special Investigations is the criminal investigative branch of Ohio EPA. The office works in partnership with other state and federal agencies to investigate activities that may criminally violate state or federal environmental laws or regulations. The office's investigations span all of Ohio EPA's environmental programs.

Public Interest Center

The Public Interest Center responds to citizen and media inquiries regarding environmental issues and Agency actions; prepares news releases; facilitates public hearings; and implements public involvement activities for citizen organizations, community leaders and other parties interested in environmental issues. The office oversees publications, the Web site and video production.

Surface Water

The Division of Surface Water ensures compliance with the federal Clean Water Act and works to increase the number of water bodies that can be safely used for swimming and fishing. The division issues permits to regulate wastewater treatment plants, factories and storm water runoff; develops comprehensive watershed plans aimed at improving polluted streams; and samples streams, lakes and wetlands -- including fish, aquatic insects and plants -- to determine the health of Ohio’s water bodies.

Ohio Lake Erie Commission

The commission was created to preserve Lake Erie's natural resources, enhance its water quality and promote economic development in the region. The director of the Ohio Department of Natural Resources chairs the commission, which also includes the directors of the state departments of Transportation, Health, Development, Agriculture and the Ohio Environmental Protection Agency. The commission staff advise the Governor and the Commission on the development, implementation and coordination of Lake Erie programs and policies; represent the interests of Ohio in regional, national, and international forums pertaining to the resources of the Great Lakes; assist in the implementation of the Coastal Zone Management Program and the Great Lakes Restoration Initiative; facilitate compliance with the Great Lakes Water Quality Agreement and the Great Lakes Toxic Substances Control Agreement; and manage the distribution of money from the Lake Erie Protection Fund.

State Emergency Response Commission

The Emergency Planning and Community Right-to-Know Act provides for the collection and availability of information regarding the use, storage, production and release of hazardous chemicals. The law promotes a working relationship among government, business and community leaders, environmental and other public interest organizations, and individuals to improve hazard communications and emergency planning.

In Ohio, the State Emergency Response Commission (SERC) implements this program. SERC includes representatives from nine state agencies; 10 appointed members representing environmental advocacy, industry, firefighting and local government; and two non-voting members from the legislature. SERC also appoints members of the Local Emergency Planning Committees (LEPCs) of each emergency planning district. LEPCs use the state’s inventory information to develop and exercise their local emergency response plans.

Hamilton County Environmental Action Commission

The commission, formed in 1991, provides a forum for a broad range of stakeholders to discuss environmental issues and identify ways to improve environmental quality in the Hamilton County area. It is a diverse group with representatives from business, government, academia and the public appointed by the director of Ohio EPA. The commission was instrumental in the formation of the Mill Creek Watershed Council of Communities and Environmental Priorities Project. The group usually meets the first Thursday of the month at the Hamilton County Environmental Services Building on Taft Road. Meetings are open to the public.

With so many state departments and agencies, it can be difficult to determine exactly who handles a particular issue. Ohio EPA often receives comments or questions about environmental issues that we can’t address because the laws give that authority to other departments.
